The field for setting the Personal Verification Number can be found within the Candidates Limited Details, as shown below.
If the Candidate is Limited, you will see the following and be able to make changes to this:
If the Candidate as set to an Outsourced Payroll Provider, then the value will be driven from the Payroll Provider. This is not shown on the Candidates record.
To set this at the Payroll Provider level, you can do this by setting it in the following location:
