When a Client is setup, by default the Accept CIS is ticked. This means that the client is happy to accept candidates where their type is set to CIS.
If you untick this option and attempt to add a booking for this client and the candidate is set to CIS, the candidate will not show on the list because the are a type the client does not accept.
